PM Modi Inaugurates Assam Bioethanol Plant, Lays Foundation for Polypropylene Unit at Numaligarh

Prime Minister Narendra Modi inaugurated a bioethanol plant and laid the foundation stone for a polypropylene plant at Numaligarh Refinery in Assam. These projects aim to promote clean energy, support farmers, and create jobs while making Assam a hub for green fuel and petrochemical industries.
Golaghat, Assam |14 September 2025 -Prime Minister Shri Narendra Modi today inaugurated the Assam Bioethanol Plant and laid the foundation stone for a modern Polypropylene Plant at Numaligarh Refinery Limited (NRL) in Golaghat, Assam. The major focus is to strengthen India's energy security, promote clean fuels, and generate jobs in the region.
While addressing the public, PM Modi extended Durga Puja wishes and paid tribute to the great Assamese saint Srimanta Sankardev. He expressed his heartfelt gratitude for the warmth shown by the people of Assam during his visit.
“Assam is not only rich in culture but is also becoming a powerful pillar of India’s energy and industrial future,” said PM Modi.
Clean Energy from Bamboo
Highlighting India’s shift toward green energy, PM Modi proudly inaugurated a plant that produces bioethanol from bamboo – a first-of-its-kind in the North East. The plant is expected to:
- Reduce dependence on fossil fuels
- Provide steady income for bamboo farmers and tribal communities
- Generate thousands of direct and indirect jobs
The PM said that earlier bamboo was considered a tree and cutting it was illegal, but his government changed that to empower local communities.
Polypropylene Plant: Fueling ‘Make in Assam’
PM Modi also laid the foundation stone for a polypropylene plant which will produce raw materials needed for everyday plastic items like chairs, packaging, ropes, and even auto and medical parts. This will:
- Boost ‘Make in India’ and ‘Make in Assam’ initiatives
- Attract new industries to Assam
- Create employment and skill-building opportunities
He said this would make Assam not just a land of tea and silk but also of modern textile and plastic manufacturing.
Towards Energy Independence
PM Modi emphasized India’s need to become self-reliant in energy. He talked about:
The National Deepwater Exploration Mission to tap India’s undersea oil reserves
- India’s rise as a global leader in solar energy
- Ethanol as an affordable and eco-friendly alternative fuel
“We aim to reduce our import bills and boost local production of fuel and power,” he added.
Semiconductor Mission in Assam
In a major announcement, the PM shared that a ₹27,000 crore semiconductor plant is under construction in Morigaon, Assam.
This plant will manufacture chips used in mobile phones, vehicles, and even satellites, putting Assam on the global tech map.
Preserving Culture, Promoting Tourism
The Prime Minister said that alongside development, his government is preserving Assam’s rich culture. Projects include:
- Renovation of the historic Rang Ghar in Sivasagar
- Development of Batadrava, birth place of Sankardev, into a world-class tourism site
- Construction of Maa Kamakhya Corridor like Kashi Vishwanath Dham
These initiatives aim to make Assam a top tourism destination, boosting employment and economy.
Welfare for All
PM Modi underlined key welfare achievements in Assam:
- 20+ lakh houses built for the poor
- Rapid tap water coverage under Jal Jeevan Mission
- Healthcare and housing for tea garden workers
- Special schemes for women and children in tribal areas
He also mentioned the government's Mission Basundhara, under which land rights (pattas) are being given to tribal communities like Ahom, Gorkha, and Koch Rajbongshi.
Tackling Infiltration
Taking a strong stance on illegal infiltration, PM Modi alleged that previous governments protected infiltrators for vote bank politics. He assured that the current government is working to reclaim land, provide tribal rights, and restore demographic balance.
Finally
“A new era of development has begun in Assam. It is becoming a rising centre of trade, tourism, and technology,” the Prime Minister said, concluding his address.
The event was also attended by Assam CM Dr. Himanta Biswa Sarma, Former CM of Assam & present Union Ministers Shri Sarbananda Sonowal, and Mr.Hardeep Singh Puri, among other dignitaries.
