India’s Chip Leap: PM Modi Declares India Ready to Lead the Global Semiconductor Revolution

India is no longer catching up - it’s stepping forward. With over $18B invested, PM Modi launches Semicon India 2025, promising to turn India into a global semiconductor hub. The digital diamond age is here - and it’s Made in India.

New Delhi, September 2, 2025 – In a landmark move to position India as a semiconductor superpower, Prime Minister Narendra Modi inaugurated Semicon India 2025 at Yashobhoomi, New Delhi, unveiling a bold roadmap for the nation’s chip industry. With top CEOs, global tech leaders, and youth innovators in attendance, PM Modi declared, "The world trusts India, believes in India, and is ready to build the semiconductor future with India."

Referring to semiconductors as the “digital diamonds” of the 21st century, Modi highlighted their role in shaping a new era, just as oil did in the last century. With the global chip market poised to exceed $1 trillion, he affirmed India's commitment to claim a significant share.

“India’s smallest chip will soon drive the world’s biggest change.”

Since the launch of India's Semiconductor Mission in 2021, the country has approved 10 major semiconductor projects across 4 years, drawing over ₹1.5 lakh crore ($18 billion) in investments. Major players like CG Power, Kaynes, Tata, and Micron are already piloting production, with commercial manufacturing set to begin this year.

  Building India’s Full-Stack Chip Ecosystem

PM Modi emphasized that India is not merely building a fab or a few facilities -it is developing an entire semiconductor ecosystem, from design to packaging. Facilities in Noida and Bengaluru are already working on advanced chip designs capable of storing billions of transistors - powering future technologies like AI, AR/VR, quantum computing, and IoT.

“The less the paperwork, the sooner the wafer will work.”

To ensure speed, the government has launched the National Single Window System, streamlining approvals and removing bureaucratic delays. “Plug-and-play” infrastructure, PLI schemes, and Design Linked Incentives have further made India an attractive destination for chip investments.

Youth & Startups at the Forefront

India contributes 20% of the world’s semiconductor design talent. Highlighting this demographic advantage, the Prime Minister urged startups and MSMEs to join the mission. The Chips-to-Startup and restructured Design Linked Incentive Scheme will back homegrown innovation and IP development.

He also announced the National Research Fund to support semiconductor R&D and IP generation via industry-academic partnerships.

Global Partnerships & Local Strength

With representatives from over 40 countries attending, PM Modi positioned India as a trusted global semiconductor partner, advancing alongside cutting-edge international technologies. India is also securing rare earth materials through the National Critical Mineral Mission, ensuring self-sufficiency in chip-grade minerals.

Next-Gen Reforms in Sight

As India edges closer to becoming the third-largest economy, PM Modi promised a new wave of next-gen reforms. Emphasizing long-term policy stability, he reassured investors that India is a reliable, performance-driven destination for semiconductor investments.

"Design is ready. The Mask is aligned. Now is the time for precision execution and delivery at scale."

India's ambition is clear: to evolve from a support base to a full-stack semiconductor powerhouse - designed in India, made in India, and trusted by the world.

Key Highlights:

  • ₹1.5 lakh crore+ ($18B+) investment across 10 chip projects

  • Plug-and-play semiconductor parks nationwide

  • First pilot plant by CG Power already operational

  • 40+ countries participating at Semicon India 2025

  • 20% of global chip design talent from India.
