The summit, hosted by Malaysia under the theme “Inclusivity and Sustainability”, brought together ASEAN leaders and reaffirmed the Comprehensive Strategic Partnership between India and the 11-nation bloc, with Timor-Leste joining as ASEAN’s newest full member.

India Reaffirms Support for ASEAN Unity & Indo-Pacific Vision


In his keynote, Prime Minister Modi congratulated Timor-Leste and reiterated India’s unwavering support for ASEAN Unity, ASEAN Centrality, and the ASEAN Outlook on the Indo-Pacific (AOIP). He lauded ASEAN’s adoption of the Community Vision 2045, highlighting shared aspirations for peace, progress, and people-centric development.

Unleashing Economic Potential through AITIGA Review


PM Modi emphasised that an early review of the ASEAN-India Free Trade Agreement (AITIGA) would unlock vast economic opportunities. He noted that streamlined trade frameworks can accelerate supply-chain resilience and boost regional growth.

Common Stand Against Terrorism


The Prime Minister underscored terrorism as a serious threat to global peace and called for united regional efforts to combat it, echoing India’s stance on global security and rule of law.

Under Malaysia’s chair theme of “Inclusivity and Sustainability”, PM Modi announced a dynamic roadmap for the ASEAN-India partnership:

1. Strategic & Maritime Cooperation

  • 2026 declared the “ASEAN-India Year of Maritime Cooperation” to boost blue-economy partnerships and ocean sustainability.

  • Second ASEAN-India Defence Ministers’ Meeting and Second Maritime Exercise to enhance security collaboration.

  • India to remain a “First Responder” in regional crises, enhancing disaster preparedness and Humanitarian Assistance & Disaster Relief (HADR).

2. Economic, Tourism & Trade Expansion

  • Adoption of the ASEAN-India Joint Leaders’ Statement on Sustainable Tourism to promote green travel, as both sides celebrate the ASEAN-India Year of Tourism.

  • Support for the ASEAN-India Plan of Action (2026–2030) to deepen the Comprehensive Strategic Partnership.

  • Renewed focus on AITIGA review, unlocking trade and supply-chain growth.

3. Education, Energy & Innovation

  • Training 400 professionals in renewable energy to support the ASEAN Power Grid.

  • Establishment of a Centre for Southeast Asian Studies at Nalanda University to advance regional expertise.

  • Extension of Quick Impact Projects (QIPs) to Timor-Leste for rapid development assistance.

  • Continued cooperation in education, fintech, semiconductors, rare earths, critical minerals, and emerging technologies.

4. Culture & Heritage

  • Announcement of the East Asia Summit Maritime Heritage Festival at Lothal, Gujarat, alongside a Conference on Maritime Security Cooperation, celebrating India’s ancient maritime legacy.

PM Modi thanked Malaysian PM Dato' Seri Anwar Ibrahim for seamlessly hosting the summit virtually and appreciated President Ferdinand Marcos Jr. of the Philippines for effective coordination.
