Summary: National Security Shift: Modern warfare is no longer fought only on borders—cyber looters are targeting national financial systems. Discover how PM Modi's launch of the ₹169-crore RBI Data Centre in Bhubaneswar marks India's dramatic transition "from mines to microchips."

BHUBANESWAR / NEW DELHI — In a landmark move to fortify India's financial system against evolving global threats, Prime Minister Shri Narendra Modi dedicated the Reserve Bank of India’s (RBI) new Greenfield Data Centre and Cybersecurity Training Institute to the nation in Jatni, Bhubaneswar.

Invoking the blessings of Lord Jagannath, the Prime Minister highlighted that the facility represents a fundamental shift in India's governance model—transitioning from financial inclusion over the last decade to enterprise-level digital resilience for the future.

The facility, constructed with an investment of over ₹169 crore in Info Valley-II, will serve as a core backbone for India's central banking functions and house critical payment platforms including RTGS (Real-Time Gross Settlement) and NEFT (National Electronic Funds Transfer).

Shielding Financial Infrastructure from Cyber Warfare

Speaking on the strategic urgency of the facility, Prime Minister Modi warned that contemporary economic powers face sophisticated threat vectors beyond physical borders.

"Today, warfare is not restricted to weapons alone. Modern cyber threats target a nation’s economy. A rising economic power must actively shield its financial ecosystem from cyber looters and digital terrorists." — Shri Narendra Modi, Prime Minister of India.

The newly established Enterprise Computing and Cyber Security Training Institute is designed to upgrade legacy tools with next-generation computing systems. It will upskill banking professionals and technology specialists in key emerging domains:

  • Artificial Intelligence (AI) for fraud detection and predictive security.

  • Quantum-Resistant Computing to protect critical banking data against future cryptographic threats.

  • Real-time Threat Intelligence Sharing across commercial banks and non-banking financial companies (NBFCs).

  • Decade of Banking the Unbanked Transitions to Digital Empowerment

Reflecting on the government’s governance model over the past decade, the Prime Minister contrasted previous financial exclusion with modern direct delivery models:

Key Domain Past Financial Landscape (Pre-2014) Modern Inclusion & Security (2026)
Account Access Over half the population unbanked ~60 Crore Jan Dhan Accounts ensuring zero leakage
