Skill India at 11: How MSDE Is Powering India’s Youth, Jobs & Global Workforce | Year-End Review 2025

Summary: From AI and green jobs to global mobility and traditional artisans, the Ministry of Skill Development and Entrepreneurship (MSDE) has transformed India’s skilling ecosystem into a powerful engine of jobs, innovation and entrepreneurship. As it completes over a decade, Skill India now stands at the heart of India’s Viksit Bharat 2047 journey.


India’s Skill Revolution: From Challenge to National Strength


When the Ministry of Skill Development and Entrepreneurship (MSDE) was created in 2014, India faced a massive challenge-millions of young people were entering the workforce every year without industry-ready skills. Eleven years later, that challenge has turned into an opportunity of historic scale.

Today, MSDE anchors one of the world’s largest and most integrated skilling ecosystems-covering short-term training, ITIs, apprenticeships, entrepreneurship, digital platforms, global mobility and traditional trades.

This Year-End Review 2025 captures how Skill India has become a people’s movement, touching every section of society-from rural youth and women entrepreneurs to global job seekers.


PMKVY 4.0: Skilling at Scale, Skilling for the Future


The flagship Pradhan Mantri Kaushal Vikas Yojana (PMKVY) has evolved into a demand-driven and outcome-oriented programme.

Key Highlights

  • 27.08 lakh candidates trained under PMKVY 4.0 across 38 sectors, 36 States & 732 districts

  • 7.5 lakh youth trained since April 2024 in high-growth sectors like:

  • IT & ITeS

  • Aerospace & Aviation

  • Agriculture

  • Tourism & Hospitality

  • 102 future-skill job roles and 77 customised courses launched in AI, Industry 4.0, green jobs & digital services

  • ₹1,652.89 crore utilised between April 2024 and September 2025

  • 15,500+ institutions, including IITs, IIMs, NITs, PSUs and Skill Hubs, now part of PMKVY

Training the Trainers

  • 34,505 Trainers and 13,844 Assessors certified

  • Creation of a National Pool of Trainers & Assessors via NCVET and Skill India Digital Hub (SIDH)

PMKVY has also converged with major national missions such as PM Surya Ghar, National Green Hydrogen Mission, Jal Jeevan Mission and PM Vishwakarma, embedding skills into India’s development story.

Modern ITIs & PM-SETU: Reimagining Vocational Education


Industrial Training Institutes (ITIs) remain the backbone of long-term skilling.

ITI Transformation Since 2014

  • ITIs increased from 9,977 to 14,682

  • Enrolment crossed 14 lakh trainees

  • NSTIs expanded from 25 to 33

  • IToTs increased from 11 to 120

PM-SETU: A Game-Changing Reform


Launched by PM Narendra Modi on 4 October 2025, PM-SETU aims to upgrade 1,000 Government ITIs with an investment of ₹60,000 crore.

What makes PM-SETU unique?

  • Hub-and-spoke ITI model

  • Industry-led Special Purpose Vehicles (SPVs)

  • State-specific specialisation (Automobiles, Aviation, Textiles, Green Energy, Tourism, Defence & more)

  • Five NSTIs upgraded as National Centres of Excellence

This reform brings industry, states and global partners together for job-linked training.

Apprenticeships Boom Under NAPS 2.0


Apprenticeships have emerged as one of India’s strongest “earn while you learn” models.

NAPS Impact

  • 49.18 lakh apprentices engaged since 2016

  • 17.99 lakh apprentices engaged between April 2024 & Nov 2025

  • ₹859.86 crore DBT stipend directly credited to apprentices

  • Women participation doubled to nearly 23%

  • Certificate of Proficiency (CoP) launched in 2025

Initiatives like Pradhan Mantri National Apprenticeship Mela and NER Special Stipend Scheme have further widened participation.


PM Vishwakarma: Reviving India’s Artisan Economy


Launched in 2023, PM Vishwakarma empowers traditional artisans with skills, tools, credit and dignity.

Impact Snapshot

  • 23.66 lakh artisans trained across 18 traditional trades

  • Toolkits, certifications & credit linkages provided

  • Guru ka Samman” honoured 94 master craftsmen

  • Digital learning through 1,500+ videos and multilingual handbooks

From carpenters in Nagaland to flower artisans in Manipur, the scheme is turning craftsmanship into sustainable entrepreneurship.

Skill India Digital Hub (SIDH): India’s Skilling Backbone


Launched in 2023, SIDH is India’s Digital Public Infrastructure for skills.

  • 1.6 crore+ registrations

  • 10,000+ skill courses

  • 30,000+ training centres integrated

  • ₹1,100+ crore DBT routed digitally

  • Integration with Aadhaar, DigiLocker, NCS, e-Shram & Bhashini

SIDH ensures trust, transparency and portability of skills across India and the world.

Entrepreneurship & Credit Access: Jobs Beyond Jobs


Through NIESBUD, IIE Guwahati and SANKALP, MSDE has focused on job creators.

  • 12.75 lakh people trained in entrepreneurship

  • 26,000+ enterprises created

  • Swavalambini programme empowering women entrepreneurs

  • CGFSSD revamped with higher loan limits & NBFC inclusion

Taking Indian Skills Global


India now has G2G skill agreements with 7 countries, with thousands deployed to Israel, Japan, Australia, Europe and the Middle East.

  • Skill India International Centres (SIICs) operational in 7 cities

  • 1.68 lakh emigrants trained under Pravasi Kaushal Vikas Yojana

  • Focus on ethical, safe and skilled migration
