EPFO Wage Limit Raised to ₹25,000: 51 Lakh Indian Workers Gain Mandatory PF, Pension & Free Insurance

Summary: The Union Cabinet has officially raised the EPFO wage ceiling from ₹15,000 to ₹25,000, unlocking guaranteed PF savings, lifelong pension, and ₹7 lakh free insurance for over 51 lakh workers.

In a transformative decision for India’s workforce, the Union Cabinet, chaired by Prime Minister Shri Narendra Modi, has approved elevating the mandatory EPFO wage ceiling from ₹15,000 to ₹25,000 per month.

This decision by the Ministry of Labour & Employment extends statutory social security cover to over 51 lakh additional employees, bridging a critical gap between modern salary structures and social safety nets.

EPFO Wage Revision Summary

Previous Wage Limit ₹15,000 / month
New Approved Limit ₹25,000 / month
Direct Beneficiaries 51+ Lakh formal employees
Coverage Schemes

Annual Govt Outgo ₹11,339 Crore
Total 5-Year Budget ₹56,696 Crore

Why Updating the ₹15,000 Cap Was Essential

The previous ₹15,000 limit was set in September 2014—over a decade ago. Over the years, sustained economic expansion, rising baseline wages, and updated state minimum wage mandates pushed entry-level salaries beyond the old threshold.

Consequently, millions of fresh hires earning between ₹15,001 and ₹25,000 per month missed out on mandatory provident fund savings, pension security, and employer-funded insurance. Updating the threshold to ₹25,000 aligns legal safeguards directly with current income reality.

What the ₹25,000 Cap Means for Employees

Workers entering the ₹15,000 to ₹25,000 wage bracket automatically receive access to three integrated safety nets:

  • Employees’ Provident Fund (EPF): Guarantees fixed monthly contributions from both worker and employer, building a compound-interest retirement corpus.
  • Employees’ Pension Scheme (EPS): Provides lifelong monthly pension benefits after retirement, along with family pension security.
  • Employees’ Deposit Linked Insurance (EDLI): Offers free life insurance cover up to ₹7 lakh without any salary deduction from the worker.

Financial Allocation and Implementation Roadmap

The policy update cleared inter-ministerial reviews and received final clearance from the Expenditure Finance Committee on June 16, 2026.

To fund the central contribution under EPS, the Union Government’s annual budgetary support rises from ₹10,250 crore to ₹11,339 crore, bringing the total 5-year outlay to ₹56,696 crore.

The EPFO currently services 7.98 crore active contributors across 7.68 lakh establishments and pays monthly pensions to 82 lakh pensioners. The Ministry of Labour & Employment will publish the official Gazette notification shortly to activate the revised ceiling across all establishments.
