GeM Empowers Public Procurement with Legal Clarity at Kolkata Awareness Session


In a major stride towards ethical governance and transparent procurement, the Government e Marketplace (GeM)-an initiative under the Ministry of Commerce and Industry, Government of India-organised a high-impact Orientation-cum-Awareness Session titled “Compliance with Law of the Land in Public Procurement through GeM Portal” on 1st November 2025 at the Biswa Bangla Convention Centre, Newtown, Kolkata.

The session aimed to sensitise government buyers, procurement officers, and stakeholders on the critical legal and procedural mandates involved in hiring manpower services via the GeM portal.

Chief Guest Spotlight: Smt. Dola Sen


The event was graced by Smt. Dola Sen, Member of Parliament (Rajya Sabha) and Chairperson of the Department Related Parliamentary Standing Committee on Commerce, who delivered a compelling keynote. Her address emphasised the need for accountability, inclusivity, and efficiency in public procurement, urging stakeholders to uphold the highest standards of compliance.

  • Legal Framework for Manpower: Contracts Detailed insights into the Law of the Land provisions governing manpower outsourcing on GeM.

  • Labour Laws in Service Level Agreements (SLA): Emphasis on integrating acts like the Minimum Wages Act, Contract Labour Act, and Payment of Wages Act into SLAs.

  • Mandatory Buyer Undertaking: Buyers must now affirm legal compliance during bid creation, ensuring ethical procurement practices.

  • Bid Document Declarations: Bidders are required to declare adherence to all applicable laws and regulations, reinforcing statutory accountability.
