CEC Gyanesh Kumar: Steering International IDEA to Combat Electoral Threats
The global community has firmly recognized the institutional strength and innovative spirit of the Election Commission of India (ECI). On December 3, 2025, in Stockholm, Sweden, India's Chief Election Commissioner (CEC), Shri Gyanesh Kumar (a highly regarded former IAS officer appointed as the 26th CEC), will assume the Chairship of the International Institute for Democracy and Electoral Assistance (International IDEA) for the entire year of 2026.
This is far more than a ceremonial post. As the head of the Council of Member States-an inter-governmental organization with 35 member nations-CEC Kumar will preside over global discourse, reinforcing India's Expertise and Authoritativeness in democratic governance.
Leveraging the World's Largest Election Experience
International IDEA was founded in 1995 with India as a key founding member. For 2026, the organization gains access to the ECI's unmatched Experience in managing an electorate of nearly one billion voters across over one million polling stations.
Under Shri Gyanesh Kumar’s leadership, the key focus will be leveraging this monumental experience to:
- Advance Global Electoral Reforms: Promoting evidence-based changes across all member states to ensure elections are inclusive, resilient, and accountable.
- Ensure Transparent Processes: Documenting and disseminating India’s well-laid and transparent electoral practices, including the robust and rigorous sharing of the Electoral Roll with political parties-a practice dating back to 1960.
- Harness Technology & Innovation: Sharing ECI's technological and administrative innovations, from the efficient use of EVMs/VVPATs to advancements in voter registration and accessibility.
The Battle Against Disinformation and Erode of Trust
The Chairship comes at a crucial time when democracies globally are facing a surge in threats, particularly disinformation, electoral violence, and the erosion of voter trust.
The collaboration between International IDEA and ECI’s training arm-the India International Institute of Democracy and Election Management (IIIDEM)-will be pivotal in this fight. IIIDEM, a global hub that has trained over 3,100 officials from nearly 142 countries, will strengthen its joint programmes and research initiatives with IDEA.
- IIIDEM's Global Footprint: The institute has signed MoUs with 28 countries, offering specialised training on topics like electoral law, political finance, and election technology. This alliance enhances global capacity building, ensuring international EMBs are better equipped to identify and mitigate modern threats.
This prestigious role serves as a strong global affirmation of the ECI's commitment to the Trustworthiness and integrity of democratic processes, securing India's place as a global leader in democracy management.
